delay is desirable in view of the prospect of legislation on the subject of Merchant Shipping during the next Imperial Session of the Parliament, especially as any pressing measure will be dealt with, as in the present instance, by a short Ordinance to be afterwards incorporated in the Consolidation Ordinance.
I have not therefore thought it necessary to send a telegraphic reply to this inquiry but from further consultation with Sir Chaloner Alston and the Colonial Office, you should consider it expedient not to incur further delay, I will not object to your proceeding at once with the measure.
